Readmission for Membership Hearing of Mr Norman Head

Disciplinary tribunal panel

On 5 October 2020 the Disciplinary Tribunal Panel considered an application from Mr Norman Head (‘the applicant’) for readmission for membership.

On 9 July 2015 the applicant was expelled from the IFoA, and not permitted to apply for readmission until five years had elapsed. On 21 July 2020, that period having expired, he made application for readmission to membership as a Fellow of the IFoA. The panel noted, among other factors, that there was no lack of integrity in the matters which led to Mr Head’s expulsion, and the positive references provided in support of the application.

The panel considered that members of the profession would agree that: it was right for Mr Head to be readmitted on the basis of his application; the reputation of the profession would be enhanced by recognition of the rehabilitation of the applicant; the function of the tribunal in declaring and upholding proper professional standards was achieved in 2015 and would not be diminished by granting the application; and that there is no risk to the public in the applicant being readmitted. The panel therefore decided to accept the application.
